Oaxaca's Popular Movement Suffers Yet Another Brutal Day

November 25th, 2006 - Radio Zapote writes: Today, after the seventh 
megamarch in Oaxaca, members of the APPO attempted to form a human fence 
around the federal preventative police (PFP), but were attacked with 
gas. This unleashed a series of clashes with violence again igniting in 
the city. Many have been arrested and there are reports of many wounded, 
some by gunfire. It is confirmed that three people were killed.

The march unfolded in a festive atmosphere until it reached Oaxaca's 
downtown. There began the attempt to form a human fence around the PFP 
forces in Oaxaca's zocalo. Groups of PRI members started provoking the 
demonstraters with insults and shooting slingshots with marbles. Later, 
the PFP began using tear gas to disperse the people. People started to 
withdraw, but police kept moving forward and then began the riot. While 
shooting off tear gas, police kept charging on. People tried to resist 
in a peaceful way, but couldn't stand up against the tear gas. The 
people began to defend themselves with rockets, homemade bombs and stones.

The situation became very tense toward the area north of downtown where 
the police attempted to surround the protesters. At some point, the PFP 
entered Santo Domingo, which is occupied by an APPO encampment, and then 
set fire to the camp. Many fires started throughout the city, which were 
set by saboteurs. A bus near the University City, a door of the Hotel 
Camino Real and then the legislative palace and external relationships 
buildings were all set aflame.

The police started using gunfire and also shot gas cans at the 
protestors. This practice has killed people before in Oaxaca on Nov. 2 
and in other places like Atenco. Radio Universidad made a general call 
to withdraw and to get off the streets. Three people were shot by police 
from two pickup trucks using heavy gunfire near the College of Medicine. 
Reports indicate more than one hundred shots heard. The killers took two 
of the bodies and left the third one lying at the spot.

Near a place known as El Pochote, a big group of people were surrounded 
by the police. Also in the streets of Fiallo y Colón, a big number of 
teachers and workers of the health department were detained and removed 
in two buses. To the north of downtown, several reports indicate that 
there were massive arrests of up to thirty people who were sprayed with 
gas after being detained. In a place called El Fortin, witnesses report 
how police were beating up and torturing detained ones before moving 
them from the spot aboard pickup trucks. Radio Universidad keeps 
transmitting and making announcements and denunciations.

The pacific mobilization received an attack from the federal police with 
gases and gunfire. Then protesters faced a wave of represion by armed 
police officers and paramilitary which resulted in the deaths of three 
people, many injured individuals, more than 60 detained protesters and 
innocent bystanders and an unknown number of disappeared people. The 
numbers are increasing because violence has not ceased in the streets of 
Oaxaca.

People caught on the streets are looking for safe places to hide as the 
night promises more terror. Radio Universidad is asking its listeners to 
open their doors and allow people to hide. Now the PFP is entering 
people's homes to ransack them and search for protesters. The APPO has 
made a plea for all national and international organizations in 
solidarity with the Oaxaca struggle to protest where they can against 
the brutality of the Mexican federal government in its support of Ulises 
Ruiz.

Government Launches New Aggression Against the Popular Assembly Movement

On Monday, November 27 "Citizen" Radio, operated allegedly without a 
license by the PRI in support of Governor Ulises Ruiz, called on PRI 
supporters to invade and burn the offices of EDUCA, one of the signatory 
non-governmental organizations which have allied with the Popular 
Assembly of the Peoples' of Oaxaca (APPO). 

The call to destroy the offices also named the current director of 
EDUCA, Marcos Leyva, as an APPO activist. EDUCA is accused by Citizen 
Radio of manufacturing Molotov cocktails, and otherwise creating illegal 
and explosive artifacts. EDUCA is a civil organization based in Oaxaca 
City which works in various local communities in three regions of the 
state: the Central Valley, the Southern Sierra and the (Pacific) Coast. 
It seeks to promote local development and to strengthen local 
organizational initiatives in Oaxacan communities, while educating 
people about their civil and legal rights. Ciudadana Radio is the same 
broadcast station which on November 25 called for people to drop acid or 
boiling water on the APPO marchers. 

Also this morning, the Policia Federal Preventiva are reported to have 
detained 150 people, who have been shipped out of the state of Oaxaca, 
to the state of Nayarit. According to El Universal of November 27, 107 
men and 34 women -141 persons detained for "violent acts" the past 
weekend in Oaxaca - were transported to the federal prison of San José 
del Rincón, in Nayarit.

"President" Calderón Will Begin to Fall from the Day He Takes Office, 
warns the Speaker of the EZLN.

Bagdad, Tamaulipas, November 23: December 1, the day that Felipe 
Calderón takes office, will be "the beginning of the end for a political 
system that, since the Mexican Revolution, became deformed and began to 
cheat generation after generation, until this one arrived and said, 
'Enough,'" warned Subcomandante Marcos during a press conference. 
Calderón, he added, "will begin to fall from his first day." 

He stated, "we are on the eve of either a great uprising or a civil 
war." As to the question of who would lead the uprising, he responded, 
"the people, each one in his or her own place, within a system of mutual 
support. If we can not succeed in having it happen that way, there will 
have to be spontaneous uprisings, civil explosions all over, a civil war 
in which each person is only looking out for his or her own well-being, 
because the possibility is already there for things to cross that line." 

He cited the case of Oaxaca, where "there are no leaders or political 
bosses; it is the people themselves who have organized. It will be like 
that across the entire country." 

With respect to the current phase of the Other Campaign, he explained, 
"after the Zapatistas lifted the veil that was obscuring the reality of 
indigenous communities in Chiapas, we ventured out to find poverty in 
the countryside and in the cities, and now we see it on the coast as 
well. In this country, there is a façade being propped up by the 
political parties, and recently by Vicente Fox, that says everything is 
fine." 

In the case of the northern part of the country, he added, it "is 
chilling" how different reality is from what they say it is: "they say 
the north supports the PAN, that they love Fox, that everyone lives 
well. But what we saw was equal to what is happening in the most humble 
of indigenous communities in the southwest." 

He posited that Oaxaca is "an indicator" of what is happening across the 
country. "In Nuevo Laredo, they told us that the problem in Tamaulipas 
is that everyone here is like Ulises Ruiz: the municipal president, the 
state congress, the governor. There are too many in the mold of Ulises 
Ruiz and the people are getting tired of it. If there is not a civil and 
peaceful way out, which is what we propose in the Other Campaign, it 
will turn into each person finding their own way however they can." 

He continued, "we do not recognize the official president or the 
legitimate one. What happens at the top does not matter at all to us. 
What matters is what will arise from below. When we carry out this 
uprising, we will do away will the entire political class, including 
those who call themselves the 'parliamentary leftists.'" 

With regard to the violence and power of drug trafficking, he asserted 
that these provide "another façade," which affects the northern states 
more than anything, where the central focus is on security, and not on 
the situation of poverty that exists. 

"The conflicts between drug traffickers, or between drug traffickers and 
security forces, or between drug traffickers and politicians, are 
overstated, because we know that the politicians are in league with some 
of the drug cartels. Meanwhile, the fundamental is forgotten; for 
example, what is happening in Playa Bagdad, Nuevo Laredo or Reynosa, to 
mention Tamaulipas. These places only make it into the news when there 
are clashes between groups of criminals, while what is happening to the 
people who are working and struggling is forgotten."

GROUPS FROM THE PARTIDO REVOLUCIONARIO INSTITUCIONAL (PRI) CALL TO TAKE 
OVER "EDUCA" OFFICES

Today, November 27, between 10 and 11AM, the so-called "Radio Ciudadana" 
(Citizen's Radio) which is run by Priístas, broadcast announcements 
calling for the EDUCA offices to be taken over and burnt, claiming that 
Molotov cocktails are being made on the premises and that various APPO 
(Assembly of the People) groups operate from there under the leadership 
of Marcos Leyva, director of EDUCA. The Centro Pastoral and the 
Parroquia de los Siete Príncipes were also mentioned in the same

OTHER ACTS OF REPRESSION

CAPISE (Centro de Anáisis Político y Investigaciones Sociales y 
Económicas) sends the following information from Chiapas: CAPISE 
received a telephone call from the APPO Legal Commission in Oaxaca 
confirming the following:

NOVEMBER 25
162 people were arrested: 92 were taken to the Tlacolula prison; 59 
were taken to the Miahuatlan prison; 10 were taken to the Etla prison. 
The whereabouts of 60 people are unknown.

NOVEMBER 26
Around 4.30 pm four, PFP (Policia Federal Preventiva) helicopters landed 
at the Miahuatlan prison in Oaxaca and took away 58 or 59 of the people 
who had been arrested (19 women and 39 men) to an unknown destination.

NOVEMBER 27
Around 5AM today a number of PFP helicopters landed at the Tlacolula 
prison, Oaxaca, and took away to an unknown destination, 93 people who 
had been arrested on November 25. As of 11AM today, the whereabouts of 
these people remain unknown. Federal and State authorities deny having 
information about where they were transported or about the physical and 
psychological conditions in which they are being detained.

CAPISE has been informed that peaceful march scheduled for today, 
November 27 by the APPO has been stopped somewhere near the Ciudad 
Universitaria en Oaxaca. The reason for this is that between 8 and 9 AM 
this morning, armed PFP officers took Santo Domingo . . That is the 
situation now, the PFP no longer carries just shields --- they are armed.

Also, on November 27, in Cosoleacaque, Veracruz, Eucadio de los Santos 
and Verónica Umier, were arrested for entering the radio station to 
support the APPO movement. De los Santos was taken to the Coatzacoalcos 
prison and Véronica Umier was taken to the Cosoleacaque prison.

We urge individuals and organizations, at the national and international 
levels, to show their solidarity with the people of Oaxaca, send out 
urgent actions, inform their local communities of the situation in 
Oaxaca and hold urgent meetings to find ways of supporting the Oaxacan 
people.

EMERGENCY EDUCATIONAL DELEGATION TO OAXACA, MEXICO

WHEN: December 16 - December 22, 2006

WHAT: Various Oaxaca-based human rights organizations have asked the 
Oaxaca Solidarity Network to help increase the international presence 
here by organizing educational delegations to learn about Oaxacan 
history, indigenous peoples and development, environmental and cultural 
issues, and about the current situation of repression.

October 30 this year marked the arrival of some 4000 federal riot 
(Federal Preventative Police/PFP) police to break up a non-violent 
popular movement calling for true participatory democracy and an end to 
corruption and grinding poverty. Since the PFP arrived in Oaxaca, there 
have been 7 murders, more than 100 arbitrary detentions, hundreds of 
wounded and searches without warrants of homes of many popular leaders. 
There are documented reports of torture and disappearances.

ITINERARY: During the 5 days in Oaxaca, delegates will have a series of 
meetings with rural campesino and indigenous communities, with family 
members of the murdered, detained and disappeared, leaders of the 
popular movement, government officials, human rights activists, 
journalists, local grassroots indigenous rights organizations, 
representatives of the business community, police representatives, and 
U.S. Consul staff. The itinerary also includes a day-long trip to 
Tlaxiaco, in the Mixteca Alta region, where we'll meet with the human 
rights organization Nu'u Ji Kaandi, and people who recently were 
arbitrarily detained because of their participation in the non-violent 
social movement.

WHO: Our trip is being organized and hosted by the Oaxaca Solidarity 
Network, in collaboration with various human rights organizations, and 
is sponsored by Rights Action. The Oaxaca Solidarity Network is a 
collective of concerned U.S. and Mexican citizens working to raise 
international awareness of the non-violent popular social movement here, 
and create international pressure to end the widespread human rights 
violations throughout the city and state of Oaxaca.

We invite ANY interested persons or organization to join our delegation. 
The Oaxacan Solidarity Network and the Red Oaxaqueña de Derechos Humanos 
have specifically asked for solidarity and for human rights observers, 
so we are particularly interested in the participation of activists, 
journalists, lawyers, professors, students and others who, upon return 
to the U.S. or Canada, can work effectively to put the current abuses 
into the international spotlight.

COST: This will be a 'pay-as-you-go' delegation. Delegates are 
responsible for their own travel costs to and from Oaxaca; we are also 
asking for a $100 fee to be paid to the Oaxaca Solidarity Network, to 
help pay for our costs in planning, hosting and translating for this 
delegation. We estimate that room, board and travel will cost $55/ day.
